**Hunter Level (HL)** is your account-wide progression rank in Neverness to Everness. It gates main story episodes, co-op unlock (~HL8), Rabbit Hole Zone (HL10) / Hard Rewind (HL30), and endgame content like Beyond the Rails. **Pink Paws Heist** unlocks via **City Tycoon L10** — separate from HL. HL is **not** the same as character level or City Tycoon rank.

Hunter Level Stuck at 29 — Fix
The most common HL stall happens just before **HL30** when story XP dries up but the next episode still requires higher HL. Community fix: open the **map → Anomaly Commissions** and clear any uncompleted contracts — especially **Nameless Hospital** and **A Solitary Life** chains (reported XP-heavy).

- Complete every available contract — each grants Hunter XP + Arc materials
